Environmental Review Note
The City of Napa adopted the 2040 General Plan and certified an Environmental Impact Report (EIR) for the General Plan on October 18, 2022. The California Environmental Quality Act (CEQA) provides that projects that are consistent with the land use designations and density established by a General Plan for which an EIR was certified shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects that are peculiar to the project (Pub Res. Code Section 21083.3; California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15183).
Here, the Housing Element, goals, policies, and programs are internally consistent with the 2040 General Plan EIR. In addition, the pipeline projects and opportunity sites identified for housing development are consistent with the 2040 General Plan’s land use and density designations. Therefore, adoption and implementation of the Housing Element would not result in any new or more severe environmental effects than were identified in the certified 2040 General Plan EIR. Accordingly, no further environmental review is required to comply with CEQA in connection with the Housing Element. The 2040 General Plan EIR is available for public review HERE.

Describes the characteristics of Napa’s population and housing that are essential to understanding the City’s housing needs.

Presents the detailed results of the inventory of sites within the City that are suitable for residential development during the eight-year planning period.

Provides an assessment of fair housing practices in Napa, an analysis of the relationship between available sites and areas of high or low opportunity in the City.

Presents information on staff resources and funding available to support City housing programs.
